President Obama is defending the latest delay involving part of the healthcare reform law.  

In a White House news conference, the President called it an example of the administration "smoothing out this transition."  

He said his administration knew that there were going to be some "bumps" in the transition from the start. 

This week, the White House announced that businesses with fewer than 100 employees will not be required to offer health insurance until 2016.  

Under pressure from businesses, it is the second time the administration has delayed the mandate for mid-sized companies.  

Companies with 100 or more employees will still be required to offer health insurance to their employees next year.
