CALIFORNIA -- A published report saying insurers under Affordable Care Act may limit access to doctors as a way of holding down costs. 

"If you have job-based coverage then nothing has changed, that's where the majority of Californians have their health coverage," Ken Jacobs with UC Berkeley said.

Jacobs said for people taking advantage of subsidized health care under the Covered California exchange, it's not a matter of limiting the access to doctors, but it comes down to varying plans that have different amounts of access.

"Within the exchange there is a mix of plans, and some of those plans have limited networks -- and by doing so, were significantly cheaper," Jacobs said.
