An initiative that would institute stiffer rules on abortions is a step closer to appearing on the California ballot.

The measure would require doctors to notify parents in writing when a minor is seeking an abortion.  There are a few exceptions including medical emergency. Physicians and other medical professionals who are in violation would be subject to suit for 12 years. 

The California Secretary of State's office has given supporters permission to gather signatures.  They'll need nearly 808,000 ballot signatures by May 27th to qualify for the November 2014 ballot.
