A California's State Auditor report says California's Public Utilities Commission isn't adequately ensuring transportation safety.
The results come in the wake of a limousine fire on the San Mateo-Hayward Bridge last year that took the lives of a young bride and four of her friends.
Today's report finds a lack of oversight when it comes to limousine, shuttle and charter bus services.
Among the issues, the PUC doesn't have formal policies and procedures to address complaints.
"Additionally, once they substantiate a complaint and issue citations, some times they take as long as five months to penalize the carriers," Margarita Fernandez of the Auditors Office said.
Fernandez says the PUC hasn't established goals, strategies or performance measures to guide its efforts -- in part because of high turnover and vacancies in key management positions.
The PUC has 60 days to reply to the auditor's recommendations.
