A bill that would make retailers liable for reimbursements from a data breach is raising the ire of those in the retail industry.  

Authored by Democrat Roger Dickinson after the massive data breach at Target stores, the Assembly bill would also require the business owners to inform customers of data theft.  

The California Retailers Association is speaking out against the bill.  

President Bill Dombrowski said: "This doesn't do anything to add protection; all this does is penalize the party that was breached."
