A survey of CEO's ranks California dead last as the state to do business for the tenth year in a row:

However, not all experts agree with this survey.
"Actual economic competitiveness is about having good schools, it's about having transportation systems that work..." said Steve Levy.
Levy, Director of the Center for Continuing Study of the California Economy, also points out that California has outpaced the nation in job growth.
