Census figures show over the last few decades, millions of people in California have departed for opportunities in other states.  

Hoover Institution Research Fellow Carson Bruno says a particular part of the population is on the move.

"You see that it's actually the lower-, middle- and upper-middle classes that are really leaving," Bruno said. 

Census data indicates the Pacific Northwest and states such as Texas, Arizona and Nevada have been luring a heavy share of people away from California.
