Sacramento city leaders are eyeing a proposal that calls for all taxi drivers in the city to speak at least some English.  

A council committee is looking at a measure that would bring a series of new rules to taxi drivers in the city.  

Among the new regulations, cabbies would have to speak at least a little English, wear collared shirts, and accept credit cards as a form of payment.  

The proposal comes after numerous complaints from residents and downtown business leaders about unprofessional behavior among taxi drivers in the city.

The Council's Law and Legislation Committee could vote on the proposal today, at which point it would head to the full council for possible approval.
