Sacramento Police are defending themselves against allegations of using excessive force on a disabled man.

A 24-year-old man, Diantae Hogan says police pulled him out of his car before dragging him on the ground after a traffic stop for not having license plates near El Camino and Del Paso Boulevard.

Sacramento Police Department spokesperson Michele Gigante says Hogan refused to get out of the car even after officers worked with him for over an hour.

Hogan, who has no criminal record, suffered a fractured wrist in the scuffle.
