The economy and the drought top the list of issues that state legislators are battling over this elections year.  

Bill Whalen who is a research fellow at Stanford University's Hoover Institution says the high-speed rail project is also a subject sure to be on voters' minds this year.

He thinks most of us are wondering if the bullet train is even feasible. On top of that, he says, the funding is not guaranteed.

Washington is not going to come forward with money for it as long as there are Republicans who control the other chamber of the house. 

Whalen says even though the drought is a major topic, the number of people out of work in California tops all issues candidates have to deal with.
