Secretary of State John Kerry says the U.S. and the Russia are both making suggestions on how to deescalate the crisis over Ukraine.  

Kerry met for four hours today in Paris with his Russian counterpart Sergei Lavrov. Kerry said the presence of Russian forces on Ukraine's eastern border is creating a climate of fear and intimidation. He said the U.S. and Russia have differences in opinion as to what led to the current crisis.  

Kerry added Ukrainians have to ultimately decide the road ahead and no decisions about Ukraine can be made without Ukraine.
