While some state officials are saying conservation is the answer to the California drought, there are others who have a different idea.

For some in the legislature water storage is the key. Senate Republican leader Bob Huff is one of them.

"I think conservation is something we can and should being doing immediately. Storage is a more long-term solution, water management -- comprehensive management -- is the ultimate goal," Huff said. 

Senator Huff says we have not yet seen the full impact of the drought.  

He emphasizes while California is still the No. 1 agriculture state, that will change "if we can't depend on water."
