Assemblyman Chris Holden says local officials are complaining that a growing number of massage parlors are actually centers for prostitution.

"How then, can we put ourselves in the best position to make sure that the cities are empowered to regulate properly at the local level, but the industry, if you will, can have the right kind of oversight," Holden said. 

Holden is introducing a new bill that would give more power to local authorities in regulating massage parlors.

He claims that will help local governments determine which of these businesses are legitimate and which are breaking the law.
