The mother of a Northern California 13-year-old who was shot and killed by a sheriff's deputy last week has filed a claim against Sonoma County and the sheriff's office.

Sujey Cruz Casarez, Andy Lopez's mother, filed a claim yesterday saying her son was killed unjustifiably by Deputy Erick Gelhaus and the sheriff's office failed to develop adequate training policies for using deadly force.

The claim does not specify an amount for damages. Gelhaus shot Lopez in Santa Rosa on Oct. 22 within seconds after he reported seeing the teen carrying a pellet gun that looked like an AK-47.
