New regulations and mandates which are going before the legislature could have detrimental effect on health care coverage in California.
Former congressman and state finance director Tom Campbell just finished creating a study with the economist think-tank Berkeley Research Group.
"And we were studying the effect of increasing cost on the supply of hospital services," Campbell said.
Campbell's study focuses on Public Policy proposals, some going for the legislature and their effects on hospitals and health care providers.
"Proposals are often well-intentioned -- sound well-intentioned. But they're going to have the effect of reducing the supply of hospital services if they increase cost or lower revenue, or put a cap on how much revenue can exceed cost," he said.
