The Mount Tabor Reservoir in Portland, Ore., is set to be flushed of its 38-million gallons of water after a 19-year-old relieved himself into it.  

Portland Water Bureau administrator David Shaff says surveillance video shows a group of males on skateboards "hanging out near the gatehouse" early yesterday morning.

Three of them got close to the iron gate and the video shows one of them leaning forward against it, then hitching up his pants after a few seconds.  

Portland City Commissioner Nick Fish says flushing the reservoir is a "conservative but correct call," even though Water Bureau officials say the potential health risk from the urinating incident is minuscule. 

The three men were later cited for trespassing and one of them received a citation for public urination.
