A California Assemblyman is introducing legislation to better regulate the massage therapy industry.

Chris Holden says his bill would give local governments and law enforcement agencies more power to control the trade and shut down the shops that are causing problems. He says when you look at the clustering of massage parlors, it's hard to believe you need that many of them in any one particular area. 

Holden says that local officials are claiming that a lot of these shops are becoming centers for prostitution.
