The Sacramento City Council is considering extending John Shirey's contract through 2015.

The city manager would receive a 2 percent pay raise under the new agreement, boosting his annual salary to more than $268,000. 

Shirey was the first city manager to be hired under a contract and, as The Sacramento Bee reports, a controversial provision in his current one has been removed going forward.

It would have allowed him to receive six month's severance pay if voters approved a "strong mayor" ballot measure -- relieving him of many duties.

Such a measure will appear in November. The council will consider the extension tomorrow.
