Sacramento is seeing a rise in construction jobs.  

But the additional 1,600 workers the region has seen in the last year aren't enough to keep up with other parts of the state.  

Slow growth in commercial and public-sector construction have kept the region's overall growth to 4 percent -- behind even Fresno and Bakersfield.  

Officials hope the downtown arena project will give a boost to the numbers, but concede one project won't be enough to keep up with the growth in other California cities.
