While there is no hard evidence - there is speculation that Russian President Vladimir Putin is the richest head of state - who controls between $40 and $70 billion dollars.

The New York Times is reporting that as another round of sanctions will be announced - The White House is considering going after Putin's wealth as a way to pressure Russia.

CBS News Senior National Security Analyst Juan Zarate believes going after Putin directly would be the last option.

'We are circling around Putin's assets in a variety of ways, in particular by targeting the oligarchs who are closest to him and to the Kremlin - many of whom may have commercial and financial relationships with Vladimir Putin,' he says.
