The state is ordering some to stop pumping water out of the Sacramento River watershed because of the severe drought.
This order from the California Water Resources Board is meant to protect water rights for more senior water-right holders, which they say is required by state law.
Simply put: When there isn't enough water, those who got their water rights last give up pumping first.
This is expected to effect more than 2,000 junior water-rights holders in the Sacramento River watershed.
The water board chair says, "there is simply not enough water."
