Study: California Allocates More Water than Naturally Available

A new study out of UC Davis finds state officials have allocated at least five times more water -- through water rights -- than could ever be delivered by nature.

Researchers say based on the current system in place there will never be enough water to meet all of the demands from either property owners or agencies that have applied to divert certain amounts from rivers or streams.

The researchers say the state's total freshwater runoff in an average year is about 70 million acre-feet.

But the state has handed out water rights totaling 370 million acre-feet.
