SACRAMENTO -- The new downtown arena is now in the hands of Governor Jerry Brown. 

Thursday night, the legislature voted 32-5 in favor of a bill that speeds up the handling of environmental lawsuits and limits the court's ability to halt construction on new projects, but the bill's author says it's not a sell-out to developers.

"There's no sacrifice on any of those requirements or standards," Senate President Pro Tem Darrell Steinberg said.

Steinberg says it represents fewer changes to the California Environmental Quality Act than he had hoped, but it's enough to develop the new arena for the Sacramento Kings.
