California's primary election is just a week away.  

Hoover Institution Research Fellow Bill Whalen says the most interesting race isn't for first place.

"The biggest focus is going to be on the governor's race -- the gubernatorial primary. Not who wins, because that will be Jerry Brown in a cake walk. The question is: Who finishes second? Will it be Assemblyman Tim Donnelly or will it be the businessman Neel Kashkari?" Whalen said. 

Whalen says another interesting race to keep an eye on is the one for secretary of state because State Senator Leland Yee's name still appears on the ballot.  

Yee is one of three Democratic state senators who have been suspended due to their respective legal troubles.  

Whalen says voters can still vote for Yee even though he withdrew from the competition.
