Now that we are all facing the possibility of hefty fines for wasting water, the question comes: How will the rules be enforced?
The State Water Resources Control Board is leaving enforcement to local entities.
"We also gave to the local agencies, the authority to go to the courts if they have someone who is egregious in their water wasting," Vice-Chair Francis Spivey-Webber said.
Spivey-Webber hopes the threat of fines will serve as a deterrent.
"Mostly it will be local agencies that have this in their hip pocket, to make sure people are paying attention and doing their best to save water," she said.
Fines may not be necessary in the Sacramento region.
It's showing the greatest reduction of water use in the state, cutting consumption between 13 percent and 18 percent in the last two months.
