Will Feds Pay Up for California's High-Speed Rail?

The state budget includes new spending on the high-speed rail, but will the feds follow through on their end? 

The bullet train will receive $250 million from cap-and-trade funding this year, with guaranteed allocations down the line.

That's enough to trigger federal investment, but Bakersfield's Kevin McCarthy, who's likely the new Majority Leader, wants it stopped.

"We'll fight it. We expect that we will have the funding for the high-speed rail. We're very pleased with the California budget," House Minority Leader Nancy Pelosi said. 

Pelosi says one big argument from Republicans has always been that the state didn't have a guaranteed source of cash, and now there is one.

The House cut off funding last week but the Senate can reverse that. The project is controversial, but Pelosi says she's not worried about Democrats "defecting."
