California is having a primary election tomorrow, but will the voters show up? Some statistics say just one in four voters will turn out. Here's what we know. The Secretary of State's Office released figures this afternoon. that show 17.7 Californians are registered to vote; 8.8 vote-by-mail ballots issued: 21 percent of voters have no political party preference; 28 percent are Republicans and 43 percent are Democrats.
