Many analysts have said they believe Newsom has been running a shadow campaign for President in recent months. Biden is set to leave California Friday afternoon. He already met with China's president and today he'll do the same with Mexico's president. The two are expected to talk about migration, the DACA program, fighting synthetic drugs.   4. Millions of Californians are bracing for utility bills to soar nearly 400-dollars next year. State regulators approved a 13% PG&E bill increase Thursday, only half of what was requested. The company says the money is needed to move underground power lines to help prevent wildfires and meet rising demands for electricity.
