The woman who claimed to have a car rigged with explosives near the Tower Bridge has been identified as 58-year-old Sacramento resident Karen Jeffery.
Investigators are still trying to determine exactly what Jeffery's motives were in stopping her car near the bridge. Jeffery was booked into the Yolo County Jail on a felony charge of making a terrorist threat and a misdemeanor charge of reporting a false bomb to a peace officer.
