The bill co-sponsored by Los Angeles County Democrat Senator Ricardo Lara would provide health care for everyone in the state, and that would be the case regardless of their immigration status.
But Lara would only say they won't know how they will pay for a plan that could cost tens of billions of dollars each year until they know what the President and Congress plan to do.
Republican Assemblyman Jim Patterson compares it to the Department of Motor Vehicles and says it is a worse plan than Obamacare. That is something he claims people tell him regularly.
Patterson says larger, multi-state insurance pools would bring down rates for small businesses and individuals. Perhaps such pools would bring rates down closer to what big corporations pay for health care, according to Patterson.
