A new measure dubbed as the "Trump Effect" warrants Presidential Candidates to release their income tax returns in order for their names to appear on California's primary election ballot. Senate Bill 149 proposed by Democrats Mike McGuire (Healdsburg) and Scott Weiner (San Francisco), now rests on the Governor's desk.
The bill requires Presidential candidates to release tax returns for the last five taxable years. In contrast, the Legislative Counsel Bureau released a legal opinion stating the proposed law "would violate the qualifications clause of the U. S. Constitution."
