Sacramento police have released a second set of videos related to the death of 31-year-old Brandon Smith. Smith died of an apparent methamphetamine overdose while being transported to jail for a parole violation. The release of audio and video is part of the Sacramento City Council's Police Use of Force policy which requires that such materials are made public within 30 days of an incident.
