New California Laws Taking Effect In July Address Guns & Student Loans

Several new laws will go into effect in California at the start of July, according to CBS13.

On the first day of July, California will have new regulations on an array of issues.

Come Thursday California's ban on buying more than one handgun within a 30-day period will expand to semiautomatic centerfire rifles.

The state will also offer new protections for student loan borrowers which include creating a student loan ombudsman to review complaints and launch investigations into unfair or deceptive practices.

Two convictions for distracted driving, like texting and driving, within three years will be on a point on a diver's record. Too many points can lead to insurance rates rising or loss of driving privileges.

A measure from 2002 that allows judges to require intensive mental health outpatient treatment will become permanent. People who qualify under Laura's Law must have a serious mental illness and have a recent history of psychiatric hospitalizations, incarceration, or violent behavior.

The state will also be adding protections for people who lost property in wildfires and state-run youth prisons will be stopping new admissions as part of the process to close the facilities by 2023.
