Silicon Valley billionaire Tim Draper is backing a ballot measure to split California into three states. An effort to form the State of Jefferson in Northern California has been going on for years but as Cristina Mendonsa reports, Draper says this time he has a plan he thinks everyone can get behind and says he’ll take a big step this week.
