Bernie Sanders announced a new 16 billion dollar climate plan ahead of a Northern California swing that will take the candidate through the fire ravaged town of Paradise, to a town hall in Chico and finally a rally in Sacramento's Cesar Chavez park on Thursday afternoon at 6pm.
