In a special op-ed, former State Senator and current Vice-Chair of the State Board of Equalization George Runner says that Governor Brown's proposed gas tax increase to pay for road work and repairs would cost taxpayers $52 million over the next 10 years.
He also says that Californians are already paying more than enough for roads, but the money "needs to be spent properly".
