That's when a user's content is secretly blocked or made less visible to other users. The ranking member of the House Intelligence Committee blames Twitter for knowingly monetizing content that is abusive and defamatory against conservatives, including himself. He believes the platform's purported partisan bias should open it up to liability for defamation.
