Coachella Puppy Dumper Arrested, Facing Charges

A woman who allegedly threw live puppies into a dumpster in the Inland Empire is under arrest. The now-viral surveillance video of the crime shows the suspect dropping a bag filled with seven puppies into a pile of trash behind an auto parts store in Coachella last week. Deborah Sue Culwell was arrested by police Monday at her Coachella home.

Good Samaritans rescued the pups after a homeless man heard them crying.

"To be in sealed plastic bag on a day when temperatures were in the mid nineties is just a despicable act," said John Welsh with the Riverside County Department of Animal Services.

"A sad situation," said Robert Hernandez. He works at the NAPA Auto Parts store where the puppies were thrown away. "She could have took it to any animal shelter or any vet doctor instead of just dumping them."

The puppies are now recovering at a foster home.
