Dr. Richard Besser says it's become clear that the vaccine is not going to be what saves lives this winter, but following safety measures like wearing masks and socially distancing. He says the U.S. needs better federal leadership, to learn from states that are distributing the vaccine well and a bigger effort to address peoples' concerns about the vaccine.
