It could be days before California National Guard troops and local law enforcement officers in downtown Sacramento stand down.
The armed forces showed a larger presence than protesters on Inauguration Day. Mayor Darrell Steinberg says "you can never be too prepared." Retired Sacramento PD lieutenant John Kane adds having officers stand down won't happen overnight. He explains it could take from three days to a week because officers can't abandon their post too soon with the risk of rioters. Steinberg says that in time, the State Capitol will be the "people's place" again.
