Heavy rain is heading to Southern California.
An incoming winter storm is expected to batter Los Angeles County this morning, then Orange County and the Inland Empire later in the afternoon. The storm could lead to possible flash flooding and debris flows in recent burn scars in the mountains. The National Weather Service issued a flash flood watch for Riverside County residents near the El Dorado and Apple fire burn scars and Orange County residents near the Bond fire burn scar. Residents were warned to prepare for evacuations.
