The city of Sacramento is changing it's requirements in order for warming centers to open in the midst of winter storms. Previous requirements kept the centers closed unless reaching freezing temperatures. Now, slightly higher temperatures and rain can keep the centers open, according to Sacramento County's Severe Weather Ordinance. This change comes after Sacramento City Mayor Darrell Steinberg was outspokenly frustrated during this week's city council meeting when the storm was predicted to be brutal for those living outside. The City of Sacramento has officially declared a weather emergency and has authorized the use of the shelters as the storm passes through the area.
