Roseville PD Busts $4.5 Million EDD Scam And Human Trafficking Ring

The Roseville Police department is announcing the arrest of several people including the suspected head of a criminal organization after large amounts of cash, drugs and guns were seized according to a press release from the Roseville Police Department.

The Roseville PD Crime Suppression Unit investigation started with the arrest of Bruce Anderson, 41 of Suisun City, and Candice Carty, 28 also from Suisun City, back in November of 2020. They were arrested after a traffic stop on Highway 65 near Pleasant Grove Boulevard. According to the Roseville Police, the CSU seized approx. $11,000 in cash, drugs packaged for sales, a loaded .40 caliber handgun and approx. $90,000 in jewelry. Two minor children were placed into protective custody with Placer County CPS. Anderson and Carty were booked into the South Placer County Jail on suspicion of: drugs for sale, possession of a firearm by a prohibited person, child endangerment, and several other charges. The two posted bail but the investigation continued.

The following month, December 2020, the team served search warrants that resulted in over $400,000 in cash and real property was ceased along with drugs and guns. There was also evidence of a large scale Employment Development Department scam with approximately 200 known victims. Additionally, they found evidence of a human trafficking ring consisting of multiple victims and evidence of the manufacturing of fraudulent credit cards. The investigation identified Anderson as the head of a criminal organization responsible for drug trafficking, human trafficking, credit card fraud, and EDD fraud. 

Overall, that crime ring successfully applied for $4.5 million dollars of EDD benefits and successfully withdrew $2.4 million using the fraudulently obtained EDD benefit cards. Some of those identified in the ring have been arrested while 3 remain at large: Alicia Alexis, 32 of Suisun City; Sean Gray, 31 out of Vallejo; Robert Adams, 28 out of Fairfield.
