Caltrans is testing a way to decrease traffic congestion on Highway 99 between Sacramento and Elk Grove. Starting today, speed limits on Highway 99 will change at various times to reduce stop-and-go traffic. Also, many on-ramps will have metering lights to control the number of vehicles entering the freeway during commute hours. The variable speed limit test will run for six months with the goal of reducing collisions and bumper-to-bumper traffic jams.
