Senate Bill 623, which is reportedly supported by a coalition of agricultural lobbyists and environmental groups, is opposed by water districts. It is supposed to generate $2-billion over the next 15 years to clean up contaminated groundwater and improve faulty water systems and wells, mostly in agricultural areas.
