The Wide Open Walls Mural Festival is in full swing in Sacramento. WOW Board member Raphael Delgado is a Northern California based artist who is widely recognized throughout the Sacramento area for his unique approach to contemporary art. His mural California Republic Bear was created for last year's festival.
